Regulating the Weaponisation of Commercially Available Goods and Services in Modern Warfare and Terrorism
The accessible and dual-use nature of commercially available goods and services like drones, 3d printers, ammonium nitrate fertilisers and satellite services allow state and non-state actors to repurpose civilian technologies for military and terrorist purposes. This agenda examines how the international community can prevent the weaponisation of these goods and services while simultaneously preserving legitimate civilian usage, innovation and trade.
